Don't ride in an unregulated cab or shuttle. The PUC regulates transportation in the State of Colorado. If you see someone advertising on a tree or post or in front of their house, typically they are unregulated. They usually don't have insurance covering you or your loved ones. They usually don't maintain their vehicles on a regular basis. And they don't have the clearance necessary (criminal background checks, driving records, drug and alcohol testing) to transport passengers. If they don't have a PUC authority, don't risk yourself or your loved ones.
